Scott Tison, Associate Director of Technical and Training Assistance for the Alabama Transportation Assistance Program (ATAP), is one of the nation's foremost subject matter experts in construction safety (workzones), roadside appurtenances and transportation materials. Mr. Tison has worked with various LTAP Centers across multiple states. He has been a principal investigator or co-principal investigator on multiple research projects. Tison is a member of several Transportation Research Board Committees, including Traffic Control Devices (ACP 55), Tison is also a member of the National Committee on Uniform Traffic Control Devices (NCUTCD) and has assisted the American Association of State Highway and Transportation Officials (AASHTO) with developing their T3 Curriculum.

 

 

 

 

Carrie Brown, MSML has 15 years of experience in public health and human services. She holds a BA in Psychology and Anthropology from the University of Nevada, Las Vegas, and a Master of Science in Management and Leadership from Western Governor’s University. Carrie has served communities as a Director of Human Services, Tribal Health and Human Services Director, Safety Circuit Rider, and currently, as the Director of the Nevada LTAP under Applied Pavement Technology. Her expertise is in training delivery with a focus on cultural sensitivity. Her mission is to empower Nevada agencies to support and strengthen their communities through transportation countermeasures and safety initiatives.

 

 

 

 

Meg Robertson is a Certified Orientation and Mobility Specialist and Chair of the vision professional organization AER, Orientation and Mobility Environmental Access Committee. She is a former board member of the MassDOT Massachusetts Pedestrian and Bicycle Advisory Board. Robertson has presented on different public rights of way issues at MassDOT, New England ITE, and other transportation and vision professional groups. She is a member of the Transportation Research Board Pedestrian Committee. Although Robertson is retired, she remains active in Public Rights of Way issues which impact pedestrian with Vision loss. Robertson retired in 2021 from the Mass. Commission for the Blind as the Director of the Orientation and Mobility Department. She relocated to the Reno/Sparks area to be closer to family.

 

 

 

 

 

 

 

 

Todd Morrison, P.E. is a Technology Transfer Engineer with the University of Kentucky and a road safety advocate.  In addition, for the past eighteen years he has worked for numerous Local Technical Assistance Programs. He has taught over 1200 workshops and trained over 36000 individuals. He retired from the Kentucky Transportation Cabinet after serving in the Divisions of Construction, Maintenance and Traffic.

 

 

Mariela Solis, B.S. is an Engineering Associate at Applied Pavement Technology, Inc. (APTech) with 10 years of pavement engineering experience. Her technical efforts focus on pavement management and evaluation. Her responsibilities include conducting Pavement Condition Index (PCI) inspections, performing Pavement Surface Evaluation and Rating (PASER) inspections, collecting automated data using APTech’s Enhanced Data Gathering Equipment (EDGE) vehicle, performing visual inspections, analyzing data, updating pavement databases, developing maintenance and rehabilitation (M&R) recommendations, preparing reports, and assisting with development of GIS-based, web-accessible data visualization tools such as APTech’s interactive pavement management data visualization tool, IDEA.

 

 

 

 

 

 

 

 

 

Walt Catlett possesses over 30 years of experience in urban drainage design and stormwater management, combined with over 30 years of safety experience.   He serves as the Safety Circuit Rider for the National Center for Rural Road Safety.  He helps manage Virginia’s Safety Circuit Rider Program, which has produced more than fifty Road Safety Champions in the past two years.   He is the State Director for the Arkansas Concrete Pipe Association.   He also serves as the State Engineer for the Texas Concrete Pipe Association.   He serves on the Arkansas Department of Transportation’s Research Advisory Council. He has a B.S. in Civil Engineering from Texas A &M University in College Station, TX and a Master of Strategic Studies from the U.S. Army War College in Carlisle Barracks, PA.   Mr. Catlett served in the United States Marine Corps and United States Army Reserves for a combined 30 years.
