Carrie assists agencies with training and technical assistance. Her expertise is in training delivery, with a focus on safety and cultural sensitivity, and program management. Her mission is to empower Nevada agencies to support and strengthen their communities through transportation countermeasures and safety initiatives.
Luis Sibaja
Technical Assistance Advisor
Luis has provided technical support across Nevada in areas such as roadway condition evaluation, pavement management systems, and data management software.
Jeremy Birkey
Program Coordinator
Jeremy promotes the NVLTAP program, helps coordinates training, and maintains the website and training platforms.
Randy Bowling
Technical Advisor
Randy comes to LTAP following careers in the public and private sectors of transportation. He serves as a technical advisor to NV LTAP after previously serving as a Program Manager. Randy was a founding principal in the Reno-based engineering firm of Bowling Mamola Group, serving governmental and private clients. Randy's previous experience includes a decade at the Nevada Department of Transportation in the Construction and Environmental fields.
Nancy Laffey
Technical Advisor
Nancy has an extensive background developing and delivering transportation training in pavement technology, maintenance and construction, asset management, safety, environment, and traffic services topics.
Steve Seeds
Technical Advisor
For over 30 years, Steve has provided training and technical support across Nevada in areas such as pavement design, construction, management, rehabilitation, and preservation.
April Marshall
Training Coordinator
April schedules and facilitates online training, maintains course records, updates the website, and maintains the Road Scholar Program.
Tracey Smith
Training Coordinator
Tracey works with agencies and venues to host training, schedules and tracks sessions, and ensures in-person courses proceed as smoothly as possible.
