This customized topical peer exchange provides the opportunity for participants to learn and engage with nationally recognized experts and representatives from leading peer states and localities who have successfully implemented Value Capture Strategies to advance transportation projects and programs. Peer experts will present selected case studies demonstrating various value capture topics and concepts.
As the Federal funding for surface transportation has declined or is diminished, infrastructure assets are
reaching the end of their useful lives. Adding to this complexity is State and local pressure to fund emerging needs such as “Smart City” initiatives, leverage new technologies, and implement “Complete Streets” to ensure safety for all mobility modes.
A special assessment district fee is a powerful value capture techniques that every State offers. All States
have at least one type of special assessment for funding and financing infrastructure necessitated by new
development in their communities. This technique is especially effective for funding improvements that directly benefit property owners and helps to enhance property values located within the special assessment district.
