The world, and transportation with it, are changing in ways that are difficult to predict. However, our transportation planning and development tools rely upon forecast-led paradigm of “Predict and Provide.” In combination with car-centric performance standards, a Predict and Provide approach can result in the over-provision of highway capacity and under-provision of active transportation infrastructure, making it more difficult to meet community goals for safety and livability. Rather than a Predict and Provide approach, this webinar showcases a “Decide and Provide” approach to transportation planning that is vision-led, access-focused, and uncertainty-savvy. While still drawing upon trip generation data associated with previous land-use developments, this vision-led approach also considers the influence of development design and the need to accommodate uncertainty in judging what transport provision is suitable for supporting access to employment, goods, services and opportunities for the communities concerned.
