SUMMARY:FHWA webinar: Value Capture Strategies—Innovative Finance and Project Bundling
DESCRIPTION:States and local governments are challenged to address their aging infrastructure with limited resources. Evaluating the effectiveness of existing revenue sources\, taking advantage of the most current Federal programs\, and exploring the potential of new revenue sources can lead to an increase in available funding. However\, finding ways to maximize the spending power of the revenue collected is equally important by delivering economies of scale through bridge/project bundling. Many infrastructure assets are too small on an individual basis to attract the attention of bidders or investors. A solution to this problem is an asset bundling contract. There is not a one-size-fits-all approach to project bundling. To develop the best funding and financing strategy for bridge bundling within a particular State and locality\, it is essential for agencies to understand the application of each tool and to work collaboratively to pair the right project with the right tools. Utilize bridge/project bundling strategies to meet the requirement threshold which addresses the growing need of aging infrastructure in a way that can expedite project delivery\, reduce costs\, and improve contracting efficiency. \nProject bundling has proven success and happens across agencies. States may lead the bundled projects with local agency participation or local agencies may bundle projects with other local agencies. For example\, the San Francisco Bay Area Metropolitan Transportation Commission is encouraging member agencies to bundle paving projects to expand treatment options not feasible in small quantities. \nJoin us in February 22nd\, 2023 at 10:00-12:00 PT to learn about implementing the nation’s infrastructure through Innovative Financing and bridge/project bundling project delivery. The webinar features experts on how Innovative Finance approaches are used to advance bridge/project bundling projects. How can smaller projects be effectively bundled together to create projects that are more attractive bidders\, meet Federal requirement thresholds\, quickly improve the infrastructure condition\, and expedite project delivery\, reduce costs\, and improve contracting efficiency? How best do we capture efficiencies and encourage collaboration in cross jurisdictional infrastructure projects? \nSpace is limited so you must register to reserve your space. Register today for the Value Capture Strategies: Innovative Finance and Project Bundling. Experts will present case studies demonstrating how all project bundling methods have been strategically used Innovative funding and financing approaches can be leveraged to potentially improve project efficiencies\, reduce costs\, enhance delivery timeframes and free constrained public resources for other priorities and projects. Register today! \nTARGET AUDIENCE: This webinar series is intended for States\, cities\, counties\, tribes\, and metropolitan and rural transportation professionals looking for innovative funding and financial strategies to pay for transportation projects. anyone involved in development or administration of value capture techniques is welcomed.

SUMMARY:FHWA webinar: Value Capture Strategies—Developer Impact Fees and Other Fee-Based Development Charges – The Primer
DESCRIPTION:Developer impact fees (DIFs) are also known as transportation impact fees\, mobility fees\, multimodal transportation impact fees\, or system development charges. A DIF is a one-time fee assessed by local governments on developers to share in new or expanded infrastructure costs to the community that will directly address the increased demand for infrastructure and services created by that development. The goal is to have each new development pay a share of the costs of off-site capital facilities needed to serve the new development—to help growth pay for itself and reduce the financial burden on the existing community. \nFHWA has recently developed a primer on developer impact fees that provides information to transportation agencies that have DIFs or are considering the use of DIFs. The primer provides practical information on what a DIF is\, how it works\, and where it can be used\, as well as spotlighting case studies. Space is limited\, so you register today to reserve your space on March 15th\, 2023 at 10:00-12:00 PT! \nThe program will feature peer experts from leading State and local authorities sharing their respective Development Impact Fees program\, including the processes\, requirements\, accounting and administration\, and much more. Participants have an opportunity interact with peer experts to gain an in-depth understanding the benefits and applicability of developer impact fees and negotiated exactions. \nRegister Now! \nTARGET AUDIENCE: Metropolitan and rural planning/programming organization\, States\, cities\, counties\, townships\, and tribal transportation professionals.

SUMMARY:American Traffic Safety Services Association webinar: Measuring HFST Safety and Functional Performance Over Time
DESCRIPTION:Attend American Traffic Safety Services Association”s (ATSSA’s) upcoming webinar\, “Measuring HFST Safety and Functional Performance Over Time”\, as part of the High Friction Surface Treatment (HFST) webinar series. The 45-minute presentation will conclude with a 15-minute Q&A session. Register here! \nHFST is a pavement treatment with exceptional skid-resistant properties not typically provided by conventional materials such as asphalt concrete or Portland cement concrete. It is intended to reduce crashes by enhancing the skid resistance quality of the pavement at locations where vehicles often brake excessively\, and conflicts are high. \nAs a promising initiative to improve safety\, HFST was implemented by the British Columbia (BC) Ministry of Transportation and Infrastructure at several signalized intersections in the Lower Mainland and Vancouver Island in 2018 and 2019. To provide early evidence of the safety effectiveness of the implemented HFST initiative\, the University of British Columbia completed a safety assessment study in 2021. \nTypical crash types targeted by HFST are road-departure and rear-end\, usually observed at intersection approaches\, off-ramps\, and horizontal and vertical curves. The objective of this webinar is to present the before-and-after safety effectiveness evaluation of the implemented HFST at intersection approaches. \nSpeakers include: \n\nJoy Sengupta\, P.Eng\, RSP1\, Principal Highway Safety Engineer with the BC Ministry of Transportation & Infrastructure\nMohamed Essa\, Senior Road Safety Engineer at the BC Ministry of Transportation & Infrastructure\nDavid Merritt\, P.E.\, Project Director with The Transtec Group of Austin\, Texas (Moderator)
