SUMMARY:FHWA webinar: Value Capture Strategies—Developer Impact Fees and Other Fee-Based Development Charges – The Primer
DESCRIPTION:Developer impact fees (DIFs) are also known as transportation impact fees\, mobility fees\, multimodal transportation impact fees\, or system development charges. A DIF is a one-time fee assessed by local governments on developers to share in new or expanded infrastructure costs to the community that will directly address the increased demand for infrastructure and services created by that development. The goal is to have each new development pay a share of the costs of off-site capital facilities needed to serve the new development—to help growth pay for itself and reduce the financial burden on the existing community. \nFHWA has recently developed a primer on developer impact fees that provides information to transportation agencies that have DIFs or are considering the use of DIFs. The primer provides practical information on what a DIF is\, how it works\, and where it can be used\, as well as spotlighting case studies. Space is limited\, so you register today to reserve your space on March 15th\, 2023 at 10:00-12:00 PT! \nThe program will feature peer experts from leading State and local authorities sharing their respective Development Impact Fees program\, including the processes\, requirements\, accounting and administration\, and much more. Participants have an opportunity interact with peer experts to gain an in-depth understanding the benefits and applicability of developer impact fees and negotiated exactions. \nRegister Now! \nTARGET AUDIENCE: Metropolitan and rural planning/programming organization\, States\, cities\, counties\, townships\, and tribal transportation professionals.

SUMMARY:FHWA webinar: Value Capture Strategies—Transportation Utility Fees/Road Maintenance Fees – The Primer
DESCRIPTION:A transportation utility fee (TUF)\, also known as a street maintenance fee\, road user fee\, or street utility fee\, is an important tool for funding the repair and maintain for the preservation of streets\, upgrade sidewalks and add or improve pedestrian safety features and curbs\, as well as comply with the Americans with Disabilities Act of 1990. \nFHWA has recently published a TUF Primer that provides information for State departments of transportation and local public agencies to consider implementing a TUF. The primer provides practical information on what TUFs are and examples of how municipalities are using them. It also provides points for consideration when thinking about instituting a TUFs program\, such as the favorability of the legal and regulatory environment for TUFs\, as well as whether and how TUFs can be used for financing. The primer offers examples detailing several ongoing TUFs programs in Texas\, Utah\, and Oregon. \nIf your city\, county\, township\, or tribe is facing funding challenges to keep your roadways in good condition and maintain proper safety for all users\, join us on April 5th\, 2023\, from 10:00pm-12:00 PT to learn from experts to find out how TUFs can improve your agency’s roadway condition! \nThere is no cost to participate\, but space is limited. Click here to register for the event! \nTARGET AUDIENCE: This webinar is intended for States\, cities\, counties\, tribes\, and metropolitan and rural transportation professionals looking for innovative funding and financial strategies to pay for transportation projects. Anyone involved in development or administration of the Value Capture Program Elements.

SUMMARY:American Traffic Safety Services Association webinar: Measuring HFST Safety and Functional Performance Over Time
DESCRIPTION:Attend American Traffic Safety Services Association”s (ATSSA’s) upcoming webinar\, “Measuring HFST Safety and Functional Performance Over Time”\, as part of the High Friction Surface Treatment (HFST) webinar series. The 45-minute presentation will conclude with a 15-minute Q&A session. Register here! \nHFST is a pavement treatment with exceptional skid-resistant properties not typically provided by conventional materials such as asphalt concrete or Portland cement concrete. It is intended to reduce crashes by enhancing the skid resistance quality of the pavement at locations where vehicles often brake excessively\, and conflicts are high. \nAs a promising initiative to improve safety\, HFST was implemented by the British Columbia (BC) Ministry of Transportation and Infrastructure at several signalized intersections in the Lower Mainland and Vancouver Island in 2018 and 2019. To provide early evidence of the safety effectiveness of the implemented HFST initiative\, the University of British Columbia completed a safety assessment study in 2021. \nTypical crash types targeted by HFST are road-departure and rear-end\, usually observed at intersection approaches\, off-ramps\, and horizontal and vertical curves. The objective of this webinar is to present the before-and-after safety effectiveness evaluation of the implemented HFST at intersection approaches. \nSpeakers include: \n\nJoy Sengupta\, P.Eng\, RSP1\, Principal Highway Safety Engineer with the BC Ministry of Transportation & Infrastructure\nMohamed Essa\, Senior Road Safety Engineer at the BC Ministry of Transportation & Infrastructure\nDavid Merritt\, P.E.\, Project Director with The Transtec Group of Austin\, Texas (Moderator)

SUMMARY:Airfield Pavement Maintenance and Repair – Online
DESCRIPTION:This 1-day workshop (7-am- 4 pm)  introduces the different techniques for maintaining and rehabilitating both asphalt and concrete-surfaced airfield pavements. The workshop concludes with a discussion of ways to improve an airport’s pavement program. \nThis workshop is intended for anyone involved in airfield pavement maintenance. It begins with an introduction to the different types of pavements and materials\, including an explanation of how they’re put together and the factors that affect how they perform. That introduction is followed by an overview of how to evaluate pavements by considering different measures of pavement condition. New content on some of the innovative sensor-based technologies being used for pavement evaluation highlight where pavement evaluation is heading. These introductory sessions lay the groundwork for presentations on the different techniques for maintaining and rehabilitating both asphalt and concrete-surfaced airfield pavements. The workshop concludes with a discussion of ways to improve an airport’s pavement program. \nAt the end of this workshop\, participants will be able to do the following: \n\nDescribe the different types of pavements and explain their typical performance.\nIdentify the different types and causes of distresses associated with flexible and rigid pavements.\nList various techniques included in a comprehensive pavement evaluation.\nIdentify appropriate treatments for flexible and rigid pavements under a range of conditions.\n\nAirfield Pavement Maintenance and Repair is an elective course of the Road Scholar Program.

SUMMARY:Road Safety Champion Program Core Module #2: Anatomy of a Crash – Understanding Human Factors
DESCRIPTION:This two-hour training will provide an overview of human factors principles. It will allow the non-expert in human factors to more effectively bring consideration of the road user’s capabilities and limitations into policies and practices. Knowing how road users interact with their vehicle\, the roadway and other road users can also provide useful insights into roadway safety. Armed with that knowledge\, construction and maintenance personnel\, planners\, engineers\, public health professionals and law enforcement can work together to target appropriate countermeasures to help reduce injury crashes. \nThe National Center for Rural Road Safety will host all seven core modules of the RSCP on Tuesdays starting March 14th and running until April 25th. \nNOTE: \n\nThese trainings will use Zoom.
